การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาแบบวัดพฤติกรรมบริหารจัดการสถานศึกษาขนาดเล็ก
สู่การเป็นโรงเรียนขีดสมรรถนะสูงให้อยู่ในระดับที่มีคุณภาพตามเกณฑ์ และ (2) สร้างเกณฑ์ปกติของแบบวัดพฤติกรรม
บริหารจัดการสถานศึกษาขนาดเล็กสู่การเป็นโรงเรียนขีดสมรรถนะสูง โดยมีกลุ่มตัวอย่างข้าราชการครูส าหรับ
การศึกษาน าร่องเพื่อทดลองใช้ จ านวน 200 คน และส าหรับการศึกษาความเป็นมาตรฐานและสร้างเกณฑ์ปกติ
จ านวน 850 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามที่ผู้วิจัยสร้างขึ้นเป็นแบบมาตรประมาณค่า
6 ระดับ วิเคราะห์ข้อมูลด้วยโปรแกรมลิสเรล 8.80
ผลการวิจัยพบว่า (1) แบบวัดพฤติกรรมบริหารจัดการสถานศึกษาขนาดเล็กสู่การเป็นโรงเรียนขีดสมรรถนะสูง
มีจ านวน 5 องค์ประกอบ รวมทั้งสิ้น 54 ตัวชี้วัด ได้แก่ พฤติกรรมการสร้างภาวะผู้น าเชิงนวัตกรรม พฤติกรรม
การพัฒนาองค์กรสู่ความเป็นเลิศ พฤติกรรมการพัฒนาเทคโนโลยีและการสื่อสาร พฤติกรรมการขับเคลื่อนระบบ
การประกันคุณภาพภายใน และพฤติกรรมการจัดระบบข้อมูลและสารสนเทศพื้นฐาน และ (2) เกณฑ์ปกติของแบบวัด
มีคะแนนทีปกติ ระหว่าง T28.79 – T70.10
Abstract
The objectives of this research were (1) to develop a Behavioral test for the Administration
and Management of Small Schools to become a High-Performance School ( BAMSS-HPS test)
according to the criteria, and (2 ) to create a normal criterion of BAMSS-HPS test. Sample group for
pilot study consisted of 200 government teachers, and the sample for the Normative Study was 850.
The research instrument was a questionnaire as a 6-level estimator. The data was analyzed by using
LISREL 8.80.
The findings are as follows: (1) There are 5 components in BAMSS-HPS test including 54
indicators, namely (1.1) Creating Innovative Leadership Behaviors (CILB) (1.2) Excellence Organizational
Development Behavior (EODB) (1.3) Technology and Communication Development Behavior (TCDB)
(1.4) Internal Quality Assurance Behavior (IQAB) and (1.5) Data and Information Organization Behavior
(DIOB). (2) A normal score of BAMSS-HPS test is a range of T28.79 – T70.10
